Department of Defense Contract Review: November 28 – December 09

This series from the Huntsville Business Journal covers Department of Defense (DoD) contracts awarded to Huntsville-Madison County and Alabama businesses. Every two weeks, the Huntsville Business Journal provides you with an update to the various military contracts that local and state businesses are awarded. This entry covers contracts listed on the Department of Defense daily postings from Monday, November 28th – Friday, December 9th.

For this time period, there were ten contracts listed on the Department of Defense daily postings for Huntsville and Alabama based companies totaling around $3,618,395,736.

The businesses listed below may or may not be located in Huntsville but work directly with their contracting activity located in Rocket City, hence their inclusion in the article.

  • Army:

Dyncorp International LLC, Fort Worth, Texas, was awarded a $30,256,041 modification (P00249) to contract W58RGZ-19-C-0025 for aviation maintenance services. Work will be performed in Fort Worth, Texas; Fort Bragg, North Carolina; Fort Campbell, Kentucky; Fort Drum, New York; and Hunter Army Airfield, Georgia; Kuwait; and Georgia, with an estimated completion date of Nov. 30, 2023. Fiscal 2023 operation and maintenance, Army; other procurement, Army; and aircraft procurement, Army funds in the amount of $30,256,041 were obligated at the time of the award.

Raytheon Co., Tewksbury, Massachusetts, was awarded a $1,216,207,829 firm-fixed-price contract for the procurement of National Advanced Surface-to-Air Missile Systems, associated equipment, services and spares in support of the efforts in Ukraine. Bids were solicited via the internet with one received. Work will be performed in Tewksbury, Massachusetts, with an estimated completion date of Nov. 28, 2025. Fiscal 2023 Ukraine Security Assistance Initiative funds in the amount of $1,216,207,829 were obligated at the time of the award. 

U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-23-C-0002).

Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $430,930,711 fixed-price incentive contract for full-rate production of High Mobility Artillery Rocket Systems and support services to satisfy an urgent need to support the Army and various Foreign Military Sales partners. Bids were solicited via the internet with one received. Work will be performed in Brownsboro, Alabama; Camden, Arkansas; Boca Raton, Clearwater and Palm Bay, Florida; Whippany, New Jersey; Archbald, and York, Pennsylvania; and Dallas and Grand Prairie, Texas, with an estimated completion date of Dec. 31, 2025. Fiscal 2023 missile procurement, Army funds in the amount of $209,348,720 were obligated at the time of the award.

APTIM Federal Services LLC, Baton Rouge, Louisiana, was awarded a $12,921,740 modification (P00002) to contract W912DY-21-F-0015 for recurring maintenance and minor repair of petroleum systems. Work will be performed in Tamuning, Guam, with an estimated completion date of Dec. 31, 2023. Fiscal 2023 revolving funds in the amount of $12,921,740 were obligated at the time of the award.

Bell Textron Inc., Fort Worth, Texas, was awarded a $1,361,723,332 hybrid (cost, cost-plus-incentive-fee, firm-fixed price, and fixed-price incentive) contract for development of the Future Long Range Assault Aircraft weapon system. Bids were solicited via the internet with two received. Work will be performed in Fort Worth, Texas, with an estimated completion date of April 5, 2031. Fiscal 2022 and 2023 research, development, test and evaluation, Army funds in the amount of $232,208,330 were obligated at the time of the award.

Raytheon Integrated Defense Systems Co., Andover, Massachusetts, was awarded a $10,150,046 modification (P00190) to contract W31P4Q-15-C-0022 for procurement of the country unique scope of Phased Array Tracking Radar to Intercept on Target (PATRIOT) technical publications, new equipment training and logistics management information in support of Romania 3-Lot. Work will be performed in Andover, Massachusetts, with an estimated completion date of June 28, 2024. Fiscal 2023 Foreign Military Sales (Romania) funds in the amount of $10,150,046 were obligated at the time of the award.

Airbus U.S. Space & Defense Inc., Arlington, Virginia, was awarded a $297,480,728 modification (P00029) to contract W58RGZ-22-C-0022 for UH-72 Lakota contractor logistics support and engineering services. Work will be performed in Grand Prairie, Texas, with an estimated completion date of Dec. 31, 2023. Fiscal 2023 operation and maintenance, Army funds in the amount of $76,383,853 were obligated at the time of the award.

General Atomics Aeronautical Systems Inc., Poway, California, was awarded an $8,499,969 cost-plus-fixed-fee contract for MQ-9 Raptor launch and recovery services. Bids were solicited via the internet with 1 received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 1, 2023.

  • Missile Defense Agency:

Aerojet Rocketdyne, Coleman Aerospace Inc., a wholly owned subsidiary of Aerojet Rocketdyne, Inc., Orlando, Florida, is being awarded a $239,683,096 modification (P00167) to a previously awarded contract (HQ1047-14-C-0001) to exercise an option and award Medium Range Ballistic Missile Type 1/Type 2 Lot 3. The value of this contract is increased from $839,085,423 to $1,078,768,519.  

Under this modification, the contractor will provide Option CLIN 0082 program management office support for calendar year 2023 and six launch vehicles and 6 Enhanced Solid Rocket-19 motors. The work will be performed in Orlando and Cape Canaveral Space Force Station, Florida. The performance period is from Nov. 30, 2022, through Oct. 31, 2029. Fiscal 2023 research, development, test, and evaluation funds in the amount of $7,900,000 are being obligated on this award.

Northrop Grumman Systems Corp. (NGSC), Chandler, Arizona, is being awarded a $10,542,244 modification to a previously awarded contract (HQ0147-19-C-0005) to exercise a Static Fire Castor IV-B test. The value of this contract is increased from $343,945,282 to $354,487,526. Under this modification, the contractor will perform pre-test analysis to predict standard motor performance parameters such as pressures, temperatures, thrust, and thrust vector control. NGSC will also design and fabricate the test tooling, incorporate instrumentation, conduct a test readiness review, conduct the test, and provide a final report detailing the motor performance.

The motor used will be a Castor IV-B rocket motor, which is owned and produced by Northrop Grumman. The work will be performed in Chandler, Arizona, and Promontory, Utah. The performance period is from November 2022 through February 2024. Fiscal 2023 research, development, test, and evaluations funds will be used on this effort; however, no funds are being obligated at this time. A sources sought notification was posted on SAM.gov and only one response was received.
