Department of Defense Contract Review: $1.6B Awarded Between December 12 – 23

This series from the Huntsville Business Journal covers Department of Defense (DoD) contracts awarded to Huntsville-Madison County and Alabama businesses. Every two weeks, the Huntsville Business Journal provides you with an update to the various military contracts that local and state businesses are awarded. This entry covers contracts listed on the Department of Defense daily postings from Monday, December 12th – Friday, December 23rd.

For this time period, there were ten contracts listed on the Department of Defense daily postings for Huntsville and Alabama. In total, Huntsville companies received or awarded $1.6B in contracts. 

The businesses listed below may or may not be located in Huntsville, but work directly with their contracting activity located in Rocket City, hence their inclusion in the article.

  • Army: 

M1 Support Services LP, Denton, Texas, was awarded a $535,391,051 modification (P00126) to contract W9124G-17-C-0104 for aviation maintenance. Work will be performed at Fort Rucker, Alabama, with an estimated completion date of Jan. 15, 2024. Fiscal 2023 operation and maintenance, Army funds in the amount of $9,820,728 were obligated at the time of the award.

Lockheed Martin Corp., Orlando, Florida, was awarded a $67,921,965 modification (P00008) to contract W58RGZ-21-C-0016 for the AH-64 Apache Modernized Target Acquisition Designation Sight/Pilot Night Vision Sensor Performance Based Logistics program. Work will be performed in Orlando, Florida, with an estimated completion date of Dec. 31, 2025. Fiscal 2023 Army Working Capital funds in the amount of $67,921,965 were obligated at the time of the award.

Amentum Services, Germantown, Maryland, was awarded a $25,200,000 modification (P00189) to contract W58RGZ-17-C-0011 for contractor logistics support. Work will be performed in Germantown, Maryland, with an estimated completion date of May 31, 2023. Fiscal 2022 operation and maintenance, Army funds in the amount of $25,200,000 were obligated at the time of the award.

Tetra Tech Inc., San Diego, California, was awarded a $12,864,258 modification (P00005) to contract W912DY-22-F-0059 for recurring maintenance and minor repair of petroleum systems. Work is estimated to be completed by Dec. 29, 2023. Fiscal 2023 revolving funds in the amount of $12,864,258 were obligated at the time of the award.

Huntsville Rehabilitation Foundation Inc., Huntsville, Alabama, was awarded a $10,624,558 firm-fixed-price contract for the Molle 4000 Harness Single Point Release, buckle strap and safety strap dispatcher. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 13, 2027.

Bell Helicopter, Textron Inc., Fort Worth, Texas, was awarded a $134,592,912 modification (PZ0010) to contract W58RGZ-22-C-0012 for logistics services. Work will be performed in Iraq, with an estimated completion date of Feb. 22, 2027. Fiscal 2023 Foreign Military Sales Trust Funds (Iraq) in the amount of $1,480,678 were obligated at the time of the award.

B. L. Harbert International, Birmingham, Alabama, was awarded a $122,441,345 firm-fixed-price contract for construction of a 91,300 square-foot material exploitation center. Bids were solicited via the internet with two received. Work will be performed at Redstone Arsenal, Alabama, with an estimated completion date of June 8, 2025. Fiscal 2022 military construction, Army funds in the amount of $122,441,345 were obligated at the time of the award.

Lockheed Martin, Orlando, Florida, was awarded a $95,803,289 firm-fixed-price contract for the Modernized Target Acquisition Designation Sight/Pilot Night Vision System. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 30, 2027.

Work will be performed in Tucson, Arizona, with an estimated completion date of July 29, 2024. Fiscal 2022 missile procurement, Army funds in the amount of $25,224,984 were obligated at the time of the award.

The Boeing Co., Ridley Park, Pennsylvania, was awarded a $497,094,402 firm-fixed-price contract for CH-47F aircraft. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 30, 2025.

Longbow LLC, Orlando, Florida, was awarded a $11,038,543 modification (P00003) to contract W58RGZ-22-C-0053 for contractor support services and supplies for the Apache AH-64D/E Model Fire Control Radar. Work will be performed in Orlando, Florida, with an estimated completion date of Dec. 31, 2026. Fiscal 2010 Army Working Capital funds in the amount of $11,038,543 were obligated at the time of the award.

The an estimated completion date is Dec. 30, 2023. Fiscal 2023 revolving funds in the amount of $7,783,692 were obligated at the time of the award.

  • Missile Defense Agency:

The Boeing Co., Huntsville, Alabama, is being awarded a $109,101,801 contract modification (P00160) to a previously awarded, cost-plus-award-fee, cost-plus-incentive-fee contract (HQ0147-19-C-0004). The value of this contact is increased from $5,058,764,537 to $5,167,866,338.

Under this modification, the contract period of performance is being extended by 12 months.

This extension will allow completion of the Ground Test (GT)-08 test campaign; fielding of the Launch Management System software version 8D and Increment 6B.2 of the Missile Defense System; and installation of new Launch System Components and Launch Support Systems.

The work will be performed in Huntsville, Alabama; Fort Greely, Alaska; and Vandenberg Space Force Base, California. The contract period of performance will be extended from December 2023 to December 2024. Fiscal 2023, 2024, and 2025, research, development, test and evaluations funds will be used on this effort; however, no funds are being obligated at this time.
