ABOVE Space Development Corporation (ABOVE) has appointed James L. “Jim” Reuter as chairman of its board of directors, the company announced today. Reuter spent 40 years at NASA, most recently serving as associate administrator of the agency’s Space Technology Mission Directorate before retiring in 2023.

The announcement coincides with the issuance of U.S. Patent No. 12,576,995 B1, titled “Systems and methods for providing a hybrid gravity environment.” According to the company, the patent covers an orbital platform architecture designed to support both artificial gravity and microgravity within a single space vehicle. ABOVE said the technology is intended to support future research, manufacturing, habitation, training and other commercial space applications.

As commercial activity in low Earth orbit accelerates, future space infrastructure will require platforms capable of supporting multiple mission profiles on a single orbital asset. ABOVE believes integrated gravity environments could enable new classes of research, advanced materials manufacturing, pharmaceutical development, commercial servicing, astronaut training, and future exploration architectures while improving utilization of orbital infrastructure.

The company is currently advancing Prometheus, its adaptable microgravity free-flyer platform, along with related orbital infrastructure technologies while expanding strategic partnerships across the commercial, civil, and national security space sectors.

Decades of Space Industry Experience

Reuter served as Associate Administrator for NASA’s Space Technology Mission Directorate from 2018 until his retirement in 2023, providing executive leadership for an advanced technology portfolio with an annual investment value of more than $1 billion. During his NASA career, he held senior leadership roles across the International Space Station, Space Shuttle, Constellation, Space Launch System, Orion, and exploration systems programs.

At NASA, Reuter helped expand partnerships with industry, government agencies, academia, and early-career innovators while advancing technologies for current and future missions. His experience includes leadership in environmental control and life support systems for the International Space Station, Space Shuttle propulsion and external tank programs, and agency-wide technology development for exploration beyond low Earth orbit.

Since retiring from NASA in 2023, Reuter has remained active in the aerospace sector as a consultant through JLR Aerospace, advising organizations on company and program strategy, program management, systems engineering, proposal development, and strategic planning.
