Department of Defense Contract Review: January 23 – February 03

This series from the Huntsville Business Journal covers Department of Defense (DoD) contracts awarded to Huntsville-Madison County and Alabama businesses. Every two weeks, the Huntsville Business Journal provides you with an update to the various military contracts that local and state businesses are awarded. This entry covers contracts listed on the Department of Defense daily postings from Monday, January 23th – Friday, February 3rd.

For this time period, there were ten contracts listed on the Department of Defense daily postings for Huntsville and Alabama based companies totaling around $847,000,746.

The businesses listed below may or may not be located in Huntsville but work directly with their contracting activity located in Rocket City, hence their inclusion in the article.

  • Army:

Pond Constructors Inc., Peachtree Corners, Georgia, was awarded a $16,000,000 modification (P00007) to contract W912DY-21-F-0025 to maintain and repair federally funded and Defense Logistics Agency-Energy capitalized petroleum systems and facilities. The estimated completion date is Jan. 31, 2024. Fiscal 2023 revolving funds in the amount of $16,000,000 were obligated at the time of the award. U.S. 

Army Corps of Engineers’ Engineering and Support Center, Huntsville, Alabama, is the contracting activity.

Sikorsky, a Lockheed Martin Company, Stratford, Connecticut, was awarded a $656,774,666 modification (P00015) to contract W58RGZ-22-C-0010 for UH-60M aircraft. Work will be performed in Stratford, Connecticut, with an estimated completion date of June 30, 2027. Fiscal 2010 Foreign Military Sales (Australia) funds in the amount of $656,774,666 were obligated at the time of the award. 

U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Amentum Services, Germantown, Maryland, was awarded a $34,817,407 modification (P00196) to contract W58RGZ-17-C-0011 for contractor logistics support. Work will be performed in Germantown, Maryland, with an estimated completion date of May 31, 2023. Fiscal 2023 operation and maintenance, Army funds in the amount of $34,817,407 were obligated at the time of the award. 

U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. 

Triumph Engine Control Systems LLC, West Hartford, Connecticut, was awarded a $9,916,270 firm-fixed-price contract to overhaul/repair fuel engine controls for the CH-47 Chinook. Bids were solicited via the internet with one received. Work will be performed in West Hartford, Connecticut, with an estimated completion date of April 30, 2024. Fiscal 2023 Army Working Capital funds in the amount of $9,916,270 were obligated at the time of the award. 

U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-23-F-0179).

The Boeing Co., Ridley Park, Pennsylvania, was awarded a $24,350,211 cost-plus-fixed-fee contract to remanufacture/recapitalize selected CH-47F components to the CH-47F Block II configuration, and to remanufacture CH-47F aircraft to the CH-47F configuration for Ordering Periods I and II to satisfy the congressional requirement. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 30, 2026. 

U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-23-F-0006).

Dyncorp International LLC, Fort Worth, Texas, was awarded a $12,500,000 modification (P00259) to contract W58RGZ-19-C-0025 for aviation maintenance services. Work will be performed in Kuwait, with an estimated completion date of Nov. 28, 2023. Fiscal 2023 operation and maintenance, Army funds in the amount of $12,500,000 were obligated at the time of the award.

Keysight Technologies Inc., Colorado Springs, Colorado, was awarded a $28,616,166 firm-fixed-price contract for the CM-523/U battery-operated, handheld spectrum analyzer. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 29, 2028. 

U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-23-D-0009).

Agile Defense Inc., Reston, Virginia, was awarded an $11,427,210 modification (P00004) to contract W9124P-22-F-0036 for technology support services. Work will be performed in Redstone Arsenal, Alabama, with an estimated completion date of Jan. 31, 2024. Fiscal 2021 aircraft procurement, Army funds in the amount of $11,427,210 were obligated at the time of the award.

  • Missile Defense Agency:

Infinity Technology Services LLC, Colorado Springs, Colorado (47QTCA19D00KF), is being awarded a competitive firm-fixed-price, General Services Administration federal supply schedule task order (HQ0854-23-F-0005). The total value of this task order is $40,036,771, including unexercised options.

The Cyber Threat Hunting program detects, identifies and mitigates, through use of advanced tools and capabilities, adversary attempts to steal, manipulate, or otherwise alter Missile Defense Agency (MDA) classified information, controlled unclassified information and intellectual property resident on its own networks and those of its defense industrial base.

Under this order, the contractor will support MDA and its specified program offices by providing technical services in support of MDA, and other government agencies, in the areas of cybersecurity, cyber threat hunting, cyber threat intelligence and countermeasures identification. T

he work will be performed primarily in Huntsville, Alabama and Colorado Springs, Colorado. The performance period is February 2023 through February 2028. This contract was competitively procured in accordance with Federal Acquisition Regulation 8.405-2(c)(3)(iii)(B) with five proposals received. Fiscal 2022-2023 research, development, test and evaluation funds in the amount of $2,250,000 are being obligated on this award.
